Congressman Mark Alford, alongside Representatives Jasmine Crockett and Jahana Hayes, has reintroduced the Supporting All Healthy Options When Purchasing Produce (SHOPP) Act. This bipartisan effort aims to amend the current Gus Schumacher Nutrition Incentive Program (GusNIP), which is part of the Supplemental Nutrition Assistance Program (SNAP). The act seeks to include frozen fruits and vegetables in addition to fresh produce within SNAP's scope.
Currently, GusNIP supports only fresh produce consumption, limiting access for families who may prefer or need frozen options. The SHOPP Act proposes that the Secretary of Agriculture consider grant applications promoting frozen produce consumption among SNAP recipients. It also suggests allowing both fresh and frozen fruits, vegetables, and legumes in the Prescription Produce Program.
"America should be incentivized to live a healthy lifestyle. GusNIP is an easy way to do that," said Congressman Mark Alford. He emphasized that expanding options to include frozen produce would make it easier for families across different regions to meet their nutritional needs.
Representative Jasmine Crockett highlighted challenges faced by communities without easy access to fresh produce. "The GusNIP program, while well-intentioned, is a prime example of good policy that doesn’t always meet the needs of reality," she stated. She expressed gratitude for her colleagues' support in making nutritious food more accessible year-round.
Alison Bodor from the American Frozen Food Institute endorsed the legislation as a practical solution for improving access to nutritious foods with longer shelf lives. "Freezing locks in the nutrients of farm-fresh produce," she noted, urging Congress to pass a farm bill including the SHOPP Act.
Senator Ben Ray Luján also expressed his support for reintroducing this legislation aimed at enhancing food security and supporting healthier communities nationwide. "This legislation helps strengthen food security and supports healthier communities in New Mexico and nationwide," he said.
